should we go to Miami or Orlando?

my boyfriend and I are taking a trip to Florida to get out of Michigans cold winter weather. We only want to spend about 500$ and we have a place to stay. The thing is we wont have a rental car so we will be walking and taking taxis everywhere during our 5 day vacation. Would we be better off sticking to orlando and going to some of the parks there or is there lots to do in Miami?We want to relax by the pool but we also want to do things during the day not just eat and drink
